UPDATE #1 09/20/2021 14:45 EST: All servers are up and running. One of the PDUs inside server cabinet in Dallas, TX randomly spiked to over the threshold for the circuit (blowing the breaker). We previously thought the issue was resolved and power was properly balanced but it seems as though a device was spiking and again overloaded both the primary and failover circuits. We have again resolved this and we think we have identified and eliminated the root cause. We are also going to look into replacing the PDU that first tripped just in case the readings are faulty.
We are sincerely sorry for any problems this caused you!
